From NVR WEB GUI
Step 1.
Go to Smart > Vehicle Detection > Plate List > Add (you can name the group what you like)
Add plate numbers to this group for white list (or any other created group)

Select Monitoring Tab

Step 3.
You are also able to select NOT MATCH TRIGGER ACTION to send plate information for all vehicles not on list.
